This Energy Policy outlines the Government of Ghana’s policy direction regarding the current challenges facing the energy sector. The document provides a concise outline of the Government’s policy direction in order to contribute to a better understanding of Ghana’s Energy Policy framework. It is hoped that the document will facilitate the effective management and development of the energy sector as well as provide the public with information about the Government’s policy goals.

The Parliament select Committee of Mines and Energy announces for the information of the General Public that the Petroleum (Exploration and Production) Bill 2010 has been laid before Parliament and referred to the Committee for consideration and report.
Members of the Public who have concerns of the provisions of the Bill or any interest thereof may submit written memoranda to the committee through the following address:

THE CLERK, COMMITTEE ON MINES AND ENERGY, OFFICE OF PARLIAMENT,PARLIAMENT HOUSE, ACCRA, GHANA.
All memoranda should reach the clerk to the Committee on or before Friday 27th August 2010.

Mr. Inusah Fuseini (Deputy Minister of Energy) has disclosed to a visiting Turkish business delegation that, the Volta Aluminium Company (VALCO) which was shut down some two years ago due to power supply constraints is to be reactivated.
Briefing the delegation on Ghana’s emerging Oil and Gas Industry and its prospects, he said it should be possible for the VALCO to resume operations and make profit with the discovery of gas and crude oil in commercial quantities as tariffs on utilities would be reduced to enable businesses thrive.

The Minister of Energy has been honoured by The Alliance to Save Energy, an international body for the promotion of energy efficiency in the country at an awards ceremony in Sweden.
Dr. Oteng Agyei said “this award did not come to me or Ghana because of my singular effort but through the collective efforts of many players in Ghana and in other parts of the world”.

Ghana is looking for a unique brand name for its crude oil in line with international practice where producing countries have branded produce in distinctive ways to attract premium prices. Some of the band names are Arab Light (Saudi Arabia), Minas (Indonesia) Saharan Blend (Algeria), Tijuana Light (Venezuela), Fateh (Dubai) and Boney Light (Nigeria). Others are the Brent Blend family which includes Brend Crude, Brent Sweet Light Crude, Oseburg and Forties all drilled from the North Sea alongside Western Europe.

The much anticipated Floating Production Storage Offloading, (FPSO) Kwame Nkrumah, a key facility in the entire crude oil production, arrived at the Jubilee Field in Takoradi in the Western Region Monday morning.

The Deputy Minister of Energy and Member of Parliament for the Ellembele Constituency, Hon Emmanuel Armah-Kofi Buah cautioned the youth of Ghana particularly those along the coast of the Western Region against the high expectation that the oil industry in Ghana would be the panacea to solving all the problems facing the country. This he said at a meeting he held at town hall meetings he was holding with community members of his constituency especially among the youth to receive their concerns and to offer solutions to address the challenges of the Constituency.

The Ministry of Energy has executed a contract agreement with three companies for the construction of street lights in the country’s regional capitals.
Signing the agreements with the companies, the Deputy Minister for Energy and MP for Ellembele, Hon Emmanuel Armah Kofi-Buah stressed the importance government attaches to the programme as it seeks to improve upon security at night in the affected regional capitals and also ensure adequate provision of illumination on major streets in the capital cities.

In June and September 2007, the Ghana National Petroleum Corporation (GNPC) announced discoveries of significant quantities of oil and gas in offshore deepwater Tano/Cape Three Points. GNPC expects more discoveries of gas in adjoining areas to be made.
The Corporation is playing a lead role to commercialise the Jubilee Field associated natural gas, and other gas fields to be discovered. The key objectives are to meet the challenging schedule of having gas infrastructure in place by mid 2010 at a cost that enables gas to be supplied in Ghana at the lowest possible price.
