TEMA THERMAL POWER PROJECT REQUEST FOR PROPOSAL TO FINANCE
AND CONSTRUCTION
1. The Ministry of Energy (MOE) and the Volta
River Authority (VRA) of the Republic of Ghana, invite proposals
from interested bidders to finance, develop and operate a new generation
;plant to augment the existing generation facilities in the country
under a Build Own Operation (BOO) scheme either on its own or in
a joint venture with VRA.

AND OPERATION OF DISTRIBUTED RENEWABLE ENERGY POWER GENERATION PLANTS
The
Ministry is inviting Expressions of Interest from companies, operators
and others who have the technical and financial capabilities and
experience to develop, construct and operate stand alone and grid-connected
distributed renewable power plants. The Ministry will enter into
Power Purchase Agreement with the operators under terms agreeable
between the parties and in accordance with PURC guidelines.

Government's
statement on Deregulation and Pricing of Petroleum Products developed
on 18th February 2005.
INTRODUCTION
1. In his address to Parliament on the State of the Nation delivered on 3rd February 2005, His Excellency the President of the Republic had this to say about petroleum in Ghana, in the light of the global increases in crude oil prices which have become common knowledge.
2. "This year government will take
a decision on the deregulations of the petroleum sector. The continued
handling by government of the sector makes it difficult to respond
appropriately to market forces when necessary. At the moment the
unrealistic pricing makes our petroleum products the cheapest within
our immediate neighborhood and prone to smuggling. Mr. Speaker,
the general laws of economic reality apply to Ghana and we cannot
continue to pretend otherwise. Deregulation will free government
budgetary resources allowing it to cut down on borrowing and to
increase allocation to vital social services. It will also allow
the private sector to assume the role of a service provider within
a well regulated environment".

Petroleum Sector Reforms
The deregulations of the Petroleum Downstream Sector started in September 1996... The programme was phased out as follows:
In the first phase TOR assumed the responsibility for crude oil and finished products procurement and importation. It also led to the establishment of the National Petroleum Tended Board.
The second phase involved the decentralization of the distribution network though the use of the Bulk Oil Storage and Transportation (BOST) depots that are strategically located throughout the country. Phase two was completed in 1998

Power Sector Reforms
1. BACKGROUND
Cabinet approved the Power Sector Reform Programme in April 2003 and subsequently, in June 2003, approved the implementation strategy and schedule.
What does the Power Sector Reform Programme intend to achieve?
"Introducing change with the view to improve the way of doing electricity business in Ghana to meet objectives of Government".
It involves:
-Restructuring the Electricity Supply Industry;
-Regulation of the industry through licensing, cost reflective pricing and control of quality of service and
-Improving management and operations of utility companies.
