Assignment title: LINE ROUTE AND ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) STUDY

 

 

The West African Power Pool (WAPP) Secretariat, a Specialized Institution of the Economic Community of West African States (ECOWAS), headquartered in Cotonou, Republic of Benin, has applied for a Grant from the World Bank and intends to apply part of the proceeds for consulting services for a Line Route and Environmental and Social Impact Assessment (ESIA) Study of the 330 kV WAPP Nigeria – Benin – Togo – Ghana - Côte d’Ivoire Double Circuit Median Interconnection Project. The services also include the identification of villages/town/communities along the proposed line route that could be eligible for electrification and the conduct of detailed ESIA of selected communities.

 

Scope of Work

 

The successful Consultant shall undertake among others:

Line Route Study:

  • Proposal of Line Route corridor;
  • Detailed Survey and Profiling of Line Route;
  • Proposal of Substation Sites;
  • Detailed Survey of Substation Sites;
  • Preparation of maps and drawings;

Environmental and Social Impact Assessment (ESIA) for Transmission Line:

  • Study of Existing Environment;
  • Preparation of environmental and Socio-economic Baseline
  • Survey and assessment of affected biological resources, sensitive receptors, such as natural habitat and critical habitat and affected communities
  • Census, socio-economic and asset inventory surveys for resettlement impacts and RAP formulation
  • Identification & Assessment of Potential Environmental and Social Impacts;
  • Preparation of GIS maps and coordinates of environmental markers, sensitive eco systems and affected communities along the routes
  • Conduct Social and Conflict Analysis
  • Conduct stakeholder engagement and Public Consultations;
  • Preparation and implementation of Stakeholder Engagement Plan (SEP)
  • Identification of Mitigation Measures, including all aspects mentioned in the new World Bank Environmental and Social Framework (ESF) and its 10 Environmental and Social Standards;
  • Preparation of Resettlement Action Plans (RAP) to address the land acquisition and displacement impacts;
  • Preparation of Environmental Impact Statement (EIS);
  • Preparation of Environmental & Social Management Plan (ESMP) including mitigation for  Influx management, Worker’s Camp Management Plan, Gender, Gender Based Violence (GBV), Sexual Exploitation and Abuse (SEA), Labour Management Plans, Code of Conduct, impacts on Natural Habitat and Critical Habitat, estimate of areas to be deforested in ha and type of vegetation affected, impacts on wildlife, Occupational Health and Safety, Emergency Response Plan and ESMP implementation arrangements;
  • Preparation of Illustrative Materials.

 

Identification and ESIA for Communities eligible for electrification:

  • Identification of villages/towns/communities along the proposed line route/substations that could be eligible for electrification;
  • Study of Existing Environment;
  • Preparation of environmental and Socio-economic Baseline
  • Survey and assessment of affected biological resources, sensitive receptors and affected communities;
  • Census, socio-economic and asset inventory surveys for resettlement impacts and RAP formulation
  • Identification & Assessment of Potential Environmental and Social Impacts;
  • Preparation of GIS maps and coordinates of environmental markers, sensitive eco systems and affected communities along the routes
  • Conduct Social and Conflict Analysis
  • Conduct stakeholder engagement and Public Consultations;

Training:

  • Transfer of technological know-how through training of counterpart staff.

The estimated level of effort is 110-120 professional staff-months. The implementation period is estimated at 82 weeks. The expected start date of assignment is March-April 2020.

Please note that these TOR are indicative and could change before the publication of the Request for Proposals.

Interested Consultants should note that a separate Call for EOI for carrying out a Feasibility Study and the Preparation of Bidding Documents has also been published. The Consultants are informed that they can only be awarded one of the contracts and not both.

Close collaboration with the Consultant who will prepare the Feasibility Study is required.

Consultants Qualifications and Shortlisting Criteria

TheWest African Power Pool (WAPP) Secretariat now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i)Relevant experiences and competences in the preparation of Electricity Projects; (ii) Relevant experiences and competences in line route studies of high voltage (at least 220 kV) cross-border interconnection projects covering at least two countries (iii) Relevant experiences and competences in the preparation ofEnvironmental and Social Impact Assessment (ESIA) Studies,Preparation of Resettlement Action Plans and in the preparation of Environmental & Social Management Plans for Transmission Line Interconnection projects that traverse through a group of countries, (v) Knowledge of the Electricity Sector in West Africa and associated environmental and social issues at the country and regional level.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016Revised November 2017and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The Consultants will be selected in accordance with the “Quality and Cost-based Selection” method set out in the Procurement Regulations.
